But even the best photos — and the best camera phone photographers — sometimes need a bit of TLC. Whether your latest snap needs a little Lomo touch or you need to crop a stranger out of an otherwise perfect party pic, you could use a few good Android (Android) apps for taking and editing perfect photos. PicSay was an app recommended to us by our Twitter (Twitter) followers. This powerful photo editor lets users correct color, crop images, add text in word balloons or as titles, and apply special effects. Users can also add sticker-like graphics to their photos. The interface is simple for just about anyone to use. PicSay Pro is also available in the Android Market (Android Market) for €2.99 (around $3.83) and helps users remove red-eye and apply more sophisticated effects such as cross-processing and color splashes.

This app comes from Photoshop (Adobe Photoshop), the granddaddy of all photo editing software. Photoshop.com Mobile lets users crop and rotate images, adjust color and apply effects. It’s not as highly rated as similar free apps, however, and users have noted that the app is a bit slow and lacks important features like photo filters and a wide range of visual effects.
